Out of interest.. how many jobcentres still haven’t been shown the light?
Given that over 80% now live I’m guessing in the region of 100.
Sarah - I somehow missed your questions from a couple of weeks ago - sorry. I didn’t get chance to get on to the change of circumstances screens but my understanding is that you just notify online and it is all logged (you can see the log) so there is proof that of what and when you notified. I will have to check about requesting the revisions but I think you should be able to do online - I will try and confirm. And yes I believe the helpline continues. I will send a quick email to confirm all the above and let you know when I hear back

Is there a facility to lodge a Revision request online?
Presumably for queries, the facility of the UC helpline remains for claimants and advisers?

I have just had a reply back from the UC team in response to your queries - answers to my queries in italics -
When you notify change of circumstances on the digital system am I right in thinking there is some kind of log which a claimant can see so there is clear evidence of what has been notified and when? Or, if different, how does it work? The journal logs every interaction the claimant has on their digital account. This would include any reported change of circumstance as well as the time reported. It also will show any DWP agent access into the account.
Can you request a revision online? Not currently. You would need to call the Digital service centre
Is the telephone helpline still available in digital areas? Yes. The Digital Service is supported by the Digital Service centre.

The No. 27 order is out today - confirming the expected digital areas in parts of London, and the areas served by Great Yarmouth and Musselburgh Job Centres. ( Some areas start tomorrow - so they’ve cut it a bit fine!)

Interestingly when I was at stakeholders last week the UC guy mentioned something about some of the UC rollout from the 26 Order - http://www.rightsnet.org.uk/welfare-rights/news/item/further-roll-out-of-the-universal-credit-digital-service - having been delayed. I asked him where the legislation for that was and he didn’t know and I couldn’t find anything. However, have just spotted this -
Certain postcode areas administered by Croydon and Sutton Jobcentres will now take new claims for Universal Credit from 23 March 2016, instead of from 24 February 2016. These are: CR0 1, CR0 3, SM2 5, SM2 7, SM3 8, SM5 4 and SM7 3, as listed in Part 2 of the Schedule to Commencement Order No. 26. This decision is made under Regulation 4 of the Universal Credit (Transitional Provisions) Regulations 2014.
on this page - https://www.gov.uk/government/publications/welfare-reform-act-2012-regulations/welfare-reform-act-2012-regulations - which does indeed confirm that parts of Croydon and Sutton were delayed from 24 February 2016 to 23 March 2016 using reg 4 of the UC (Transitional Provisions) Regs 2014 which says -
Secretary of State discretion to determine that claims for universal credit may not be made
4.—(1) Where the Secretary of State considers it necessary, in order to—
(a)safeguard the efficient administration of universal credit; or
(b)ensure the effective testing of systems for the administration of universal credit,
to cease to accept claims in any area, or in any category of case (either in all areas or in a specified area), the Secretary of State may determine that claims for universal credit may not be made in that area, or in that category of case.
(2) A determination under paragraph (1) has effect until it ceases to have effect in accordance with a further determination made by the Secretary of State.
(3) More than one determination under paragraph (1) may have effect at the same time.
So basically they sneaked in the delay without announcing it or telling anyone as far as I can see…

Thanks, Daphne. First time I’ve seen DWP explicty use the reg 4 ( “too hard / system can’t cope” ) provision but I wouldn’t be surprised if it’s been used more widely.
