Social Work Incentive Bursary- Disregarded as income

The Disability Rights Handbook , 36th edition , lists this particular bursary (as distinct from social work, nursing and midwifery bursaries) as not being treated as income for HB purposes but does not show any reference to the exact bit of legislation or case law.

I am struggling to find any specific reference to it in Sch 5 of the HB regs, the only thing I have found (so far) tha might apply is in reg11(b) (i) which refers to poweres under s.14 of the Education Act 2002.

Has anyone got any ideas or am I on a wild goose chase?

That incentive bursary seems to be specific to those domiciled in Norther Ireland, so I guess you should be looking at an NI regulation.
