household incomes information

My HA had some historical issues with undercharging for service charges. This was dealt with last year and many of our residents are now faced with large service charge increases in 2012. I am trying to put together an argument to cap these increases at £5 per week rather than the £8 the board are proposing. This is on top of the regular rent increases and not all service charges will be coverd by HB.

I need information on household incomes, the impact of benefit changes on low incomes etc and also info on households marginally above HB levels etc etc. Can anyone point me in the right direction.
