ULEZ Disability exemption

I have a client who has recently been awarded AA, and wants to know if she can get exemption from ULEZ. 
She does also have a Blue badge. She is not online and I can’t see any phone numbers for TFL for speaking to someone about this.

I’m not a Londoner and have no knowledge of anything ULEZ related but the relevant exemptions seem to be set out here:

My understanding is that AA alone does not confer entitlement to a grace period in the same way that PIP(m) and DLA(m) do.  You also need a blue badge.  My friend who I mentioned in my post was successful in challenging the initial refusal after we explained to TfL hwe indefinite AA awards work.
