With regard to age ranges, homeless hostels and the shared accommodation rate

I tried to find ADM Memo 10/21 to read guidance on what constitutes a “homeless hostel”, this was published following the Housing Benefit and Universal Credit (Care Leavers and Homeless) (Amendment) Regulations 2021 (SI.No.546/2021).  These regs. extended the age ranges for which care leavers and previous hostel occupants in regard to exemptions from the shared accommodation rate of LHA -  but I cannot find it - does anyone have a working link or a copy?
