Verification of ID in connection with Housing and Council Tax Benefit claims

Can anyone point me in the direction of the DWP’s Security Manual for Housing and Council Tax Benefit please?
(if it still exists!)

I’m looking for this and the DWP circulars which relate to the verification of evidence to support HB/CTB claims which I know exist but which must be getting quite elderly now. I am certain that guidance from the DWP was that evidence already collected by the DWP in connection with a claim for JSA, ESA, Pension Credit etc. etc. need not be the subject of further and duplicated verification by the Local Authority. The Local Authority was to accept the evidence already verified when looking at HB/CTB claims.

I know I’m correct but can anyone point me to the evidence please?

It sounds as if this is a reference to The Social Security (Claims and Information) Regulations 2007.  This is SI 2007/2911 - available from the DWP’s “blue volumes”:

These regulations provide for circumstances in which LAs and the DWP respectively must rely on the verification of the other.  Needless to say, there are caveats.
