Not Non-dependant - commercial arrangement

Hey,
Anyone got a copy of CD R(IS) 11/98 they could let me have please? I’m appealing loss of SDP and have a direction from the judge to provide written submission. This seems to be the decision for non-deps, but is nowhere on the ‘net.

Background: homeless person moves in with client, who charges £20 a week rent, sublet gets HB and client alleges an amount of care also provided by tenant, hence low rent.
