Benefits for Greek Citizens coming to UK

A friend of mine is Greek, but has been living and working in the UK for over 15 years. His mother and older brother (who is severely disabled - brain damaged and autistic spectrum)  remained in Greece but they are now looking to move to the UK as the mother is in poor health herself and is struggling to look after the brother.

In Greece they receive some state funding (a kind of pension I think). The mother has not worked for many years due to caring full time. My knowledge of benefit arrangements for EU citizens is limited, so can anyone advise on if the mother and/or brother would be able to claim any benefits in the UK? I am assuming that Habitual Residence may come into it somewhere but I’m not certain.

Also there are broader issues around them accessing housing and social care - they would only be able to stay with my friend temporarily on arrival. Would they be able to access local authority help in these areas?
