Managed migration pilot
According to Inside Housing, the Harrogate pilot project will be voluntary: claimants will only migrate to UC if they want to. Sounds a lot like natural migration to me. How will Harrogate be different from anywhere else? OK, transitional protection I suppose. But otherwise, what exactly is it they are piloting that doesn’t happen all over the country now?
Another 12 month delay whilst to good folk of Harrogate sit sniggering and until enough people have naturally migrated in a managed manner?
I understand it is only voluntary in the sense that if a claimant just refuses to engage, they will not switch off any legacy benefits. They will be sending out letters ‘inviting’ people to claim UC, and will presumably encourage them to do so.
Wonder whether Inside Housing got this from yesterday’s DWP Universal Credit stakeholder event?
Certainly from what the DWP said it seems they’re planning a softly softly approach (my words not theirs)
Perhaps the goal is to trial whatever software solution they have to identify existing legacy claimants from disparate systems and arrange for them to be invited to claim?

i never got notice of this event despite being an attender of various dwp groups. i only heard it was on via social media.

And this is the thing that’s going to be yet another unbearable pill to swallow. We’ll get to the end of the Harrogate trial and the DWP will trumpet from the heavens (or at least their next Metro mythbusting session) how wonderfully successful it’s all been and how UC is ready to begin mass managed migration. Which will then promptly collapse and inflict huge harm to the innocent people caught up in it. Such issues will be denied and Harrogate will be pointed to as showing how everything is working fine and was fully tested before it began.
Only Harrogate was and never will be a proper trial as they were always going to throw the kitchen sink at making sure it goes as smoothly as possible. Which is something they’ll never do once it goes national.
Urgh, I’m already enraged at the DWP and it’s not even 9am yet.

Yes I know that is in theory, but any rumours about when it will start in reality?

I can find no mention of the debate for the Regs on the Parliamentary calendar for June/July. Given that we are about to have a change of PM and the SoS will also probably change, is this debate likely to happen before 17th July do you think?
I hear (indirectly) that MPs don’t know what’s happening either.
Neil Couling alluded to the difficulties in Parliament, related to Brexit and the Tory leadership contest, as having caused significant delay and uncertainty about laying the new regulations, at the recent UC stakeholder event.
