When is a UC claim made?

Have a client who’s ESA claim closed, no idea why!
Anyhow was advised to claim UC but the initial ESA claim was rectified and put back in payment. UC claim was cancelled.
Unfortunately a stop notice was issued to the Local Authority and HB was cancelled.
HB are quoting CTC/1276/2018 and say client will have to claim UC for Housing Costs.

My point is when is a claim made? The client states the UC claim was not completed but a ‘stop notice’ was issued! I’m awaiting a call back from DWP on this.
