My customer lives in a full service area for UC. She lives at home with her mum and is going to be claiming Carer’s Allowance for looking after her. Can she claim Income Support for the top up or does it have to be UC?

Article 7 of the No 23 Order prevents new claims for IS by most people in full service, so unless one of the small number of exceptions applies (and it doesn’t look like it) any top-up would have to be UC.

Hi,

If your client lives in a full service area, has 0-2 kids and is working age, then she can’t make a new claim for Income Support. That leaves her either sticking with what she has now or claiming Universal Credit. Claiming CA doesn’t impact that.
