Carers Allowance - 104/156 GB past presence

Hi

Client is currently resident in Ireland (and has been for many years), is moving back to UK (born and grew up here) to look after parents, and is investigating CA entitlement. The 104/156 rule would appear to disqualify her (HR not an issue as previously resident in the CTA). However, I understand there may be some exceptions to 104/156 in the case of people from ‘certain EEA countries. Any ideas?

[Parenthetically, it seems 104/156 must also apply to prior Northern Ireland residents, as the North is part of the UK, and not the GB.]
