UC earnings level passport to health costs announced

New earnings levels announced for passport to health costs.  As UC calculated monthly does that mean you could be eligible one month but not the next if your income fluctuates? How on earth is that going to work in practice? Do you go to the dentist during the month you don’t work many hours?!
