28 day suspension of payment following successful PIP FTT appeal?

I’ve just been advised of 3 separate cases in which FTT decision has awarded PIP, where we have been advised that PIP payments will not made for a blanket period of 28 days.

Has anybody else come across this?

I understand the D&A regs allow payment to be suspended whilst DWP consider a further appeal but a blanket policy seems unnecessary. Should the DM not just refer for payment once they’ve reviewed the decision and whether they wish to apply for leave to appeal?

A while back the DWP had a blanket policy of requesting the SOR for every successful appeal (we had a spate of clients who were affected) but I thought they’d ceased doing that. This certainly sounds like a variation on the same theme however.
