Our local tribunal Judges are making an issue if someone drives a manual car then they will not get Enhanced mobility ot High rate mobility of DLA.  I might be wrong but is there case law on this, can’t seem to find any

dunno, but it surely depends on what is wrong with the person that is restricting their mobility, and also whether it has manual, as opposed to foot operated, controls.

on a personal level, I can’t drive a manual any more because of issues with my left knee/foot.  but my mobility is fine…....

whereas if someone’s issue was with their hips - that wouldn’t be a problem when sitting down, but might be when they are trying to walk.

I would look at it on a factual case by case basis - why the person cannot walk but can drive.
