HB when on Income Support and WTC

claimant renews CTC they put her on WTC from June and state she is working 37 hrs despite being on Income Support continuously for 2 yrs, HB wont pay as they believe tenant working.  Tax credits delay stopping as they check telephone call claimant made and eventually agree she did not say she was working and stop WTC from 24/9/14 and now has large overpayment.  What right have HB to do this when they have proof tenant on passported benefit.  HB not paid since June, Also any thoughts on how to tackle WTC overpayment as deduction from CTC steep and should it even be recovered?

HB - revise the decision on the grounds of official error?

WTC - dispute o/p as HMRC caused it and it was not caused by the fault of the claimant? Use form TC846 for this.
