The reasons listed in the case below DO they have relevance to R2R and possibly HRT, or can they only be considered for TC?

The HRT, RTR test and ordinary residence test are all different tests, though they often appear together and if you satisfy the former two, you are very likely to satisfy the latter. The dicta in CTC/1585/2012 would apply to the ordinary residence bit of any benefit that has this condition of entitlement.

CTC, for example, has the RTR test and the ordinary residence test; WTC does not have the RTR test but does have the ordindary residence test. Access to free NHS hospital treatment only requires ordinary residence. From memory, Income Support does not have the ordinary residence test but does have the RTR test.
