1996 bedroom tax exemption. Advice please!

I currently have a client who is currently paying 14% under occupancy.

She informed me that she has been claiming Carers allowance, income support and housing benefit since 1987, and feels that she should have been exempt from BT under the 1996 thing.

She came in to see if we could do anything and i noticed that she moved into her current property in 1997. She told me that she had been claiming HB from 1987 and it continued throughout.

I understand that a continuous claim must have been in place from 1996, and even a single days break in the claim would mean no BT exemption.

forgive my ignorance (as im not sure about HB law from 1996) but would there have been any link between claims from her old property to her new property that she moved into, or will her moving house be treat as a break, therefore meaning she cant take advantage of the 1996 loophole.

Unfortunately the claim HB has to be for the same address so they will not qualify under the pre 96 loophole.
