Housing Benefit Increase by 59%

There was a recent story re ; the above , rightsnet linked to the Independent. Has anybody seen the report/research being referred to ?

Followed the rights net link to the Independent Site which referes to House of Commons library. Had a look in House Of Commons library but was unable to trace. The increase seems a fairly bold claim which I have been asked to clarify !!

We were unable to trace the original papers either although we did look - maybe worth going to the Independent?
