Are there any commissioner’s decisions about the definition of what constitutes frequently as opposed to occasionally
As far as I’m aware there is no definitive case and it would be difficult to formulate one as the question is essentially one of fact in each case. “Occasionally” is probably easier to define than frequently. For instance, there is a DLA decision, CSDLA/590/2000, which attempts to grapple with the word “frequent”. It says something like an hourly long distance train service might be frequent but an hourly rural bus service might not be.
