New SWF guidance dated 03.10.2013 relaxes the previous requirement to be on an income-related benefit to qualify for a CCG

Eligibility for Community Care Grants
6.3   Applicants should be aged 16 or over.  They should normally be entitled to Income Support, income-based Jobseeker’s Allowance, income-related Employment and Support Allowance, Universal Credit, Savings Pension Credit, Guaranteed Pension Credit, or payment on account of one of them in order to be eligible for a Community Care Grant, but it is not essential.  (“but it is not essential” is in bold in the guidance)

There is a huge underspnd on Crisis Grants across Scotland.
