DLA residence conditions

I read somewhere that these had been changed in April, along with the intro of PIP.

Is that correct, i.e 2 years out of the past 3 in the UK? Also do you now need a right to reside for DLA?

I ask this as I am due to see a client (EU national) who came to the UK 8 months ago and has apparently been refused DLA for her severely disabled child due to residence conditions (have not seen decision yet)

Many thanks for the help.

I will try to get my head around the EU nationals bits and no doubt get back to you after I have seen the client for further help!
