Think the most promising development is the First Tier decision in Fife.  I will try to provide the reference number, but basically the tribunal decided against taking both Fife Council and the landlord’s assessment of number of bedrooms by looking at the facts of the case. Took into account room size, habitual use of room and whether it was reasonably possible to use a room as a bedroom.  Understand it will not be appealed by the Local Authority.  ruth
