what is notice of confidentiality?

Today’s rightsnet news: Tribunal Procedure (Amendment No. 4) Rules 2013 (SI.No.2067/2013) make a number of changes including, in relation to the Social Entitlement Chamber, to direct parties to provide notice of confidentiality to the First-tier Tribunal together with the appeal notice, and enable the Tribunal to make enquiries regarding confidentiality if the position is not clear when the appeal notice is lodged, following the introduction of direct lodgement of appeals from 28 October 2013.

I can only find one ref to notice of confidentiality in Soc Sec Leg Vol III and it relates to child support cases where one parent should be protected from the other party knowing their address.  But in what type of DWP appeals would there be a need for a notice of confidentiality?
