New tenancy and hospital

A tenant signed for a new property in Jan 2013 while in hospital, however he had a room in a hostel and was receiving HB for the hostel. The hostel terminated his tenancy in January. He is still in hospital but is out 2/3 days per week on overnight stays. This is increasing to 4 nights per week. HB are not paying at his current address as he has never been resident and are not classing it as his main residence.
Is there anyway HB can be paid until he is discharged from hospital?

Yes there is, depending on the facts.  Has he put any of his belongings into the property?

Yes he has placed belongings in the property.
It is fully furnished.
