That matches a comment I once got from a DWP enquiry about a benefit reduction.

“They are not worse off, they are just not as better-off as they would have been.”

I think he said “we are not cutting benefit expenditure, we are just slowing it down”.  It calls to mind an image of a man hand-delivering the cheques from a cart being pulled by a very old horse…...
