New council tax scheme and pensioners

There has rightly been a lot of attention on how the new council tax scheme affects working age people, but it looks to me as if there is an issue for pensioners.

My reading is that pensioners who are not on Pension Credit and have savings of between £6,000 and £16,000 will be disqualified from benefit from April, although councils will have the discretion to amend this.

Do you agree my reading?  If so do you have any idea of how many people might be affected?

I got it from the Lewes council consultation document.  But it looks like it was a misprint.
