Client did not receive appt letter for WCA medical. DM has routinely still disallowed on recon. Does any one have any good stats to put forward about the amount of mail that doesnt receive its destination and source?

No stats, but try CIB/4012/2004. Suggests that computer records alone are not sufficient evidence that a letter was sent, and I have found that the DWP routinely rely on computer records alone. Also says that the DWP should try to provide a short written statement from someone, confirming that the letter was sent, when it was sent, and that it was not returned undelivered. I find it unlikely that they will provide any of that, given that ATOS send the letters. Also, I find that the argument that there is no evidence of the procedure followed by ATOS, and whether it is reliable, can be a useful one.
