LHA Changes to cover rent for second bedroom fo a carer

I recall this was announced in the budget with a start date of either 2011 or 2012 but I have not seen anything concrete about it since, has there been any confirmation of the change and any detail of the criteria, ie can it be retrospective or does it apply to new claims only. I apologise if I have missed something!

“2.55 From April 2011, Housing Benefit claimants with a disability and a nonresident carer will be entitled to funding for an extra bedroom. (34) “

nothing concrete as yet, all these issues are currently out for consultation.

Its unlikely in the extreme that this will be restrospective.
