Alternative to Motability

I have a client who wished to access Motability- however they only receive the Standard Mobility of PIP and this can not be reviewed as she is State Pension age.
Does anyone know of any alternative schemes etc
Ideally she needs a vehicle that can be driven by her carers- due to complex needs she has specialist care and is not able to use public transport etc.

She can use her PIP (and/or any other income) any way she likes (provided she has capacity) so it could be used for a lease car or some other payment scheme offered by a dealer. There seem to be some alternatives suggested here https://www.disabledmotoring.org/info/pipas-implications-on-motability.
