backdating trans elelemnt
can the transitional element can be backdated if cl is later found to have been eligible once migration has taken place
client is about to claim PIP but will be migrated before PIp claim decided !!!!!!!!!!!!!!.
Yes it can be - see reg 62 of the Transitional Provisions Regs - https://www.legislation.gov.uk/uksi/2014/1230/regulation/62
