16/24 hour rule

I have a couple with one working 19 hours. Partner has DLA for herself and also has Carer Allowance for looking after disabled child. Can someone confirm that they will be ok as still only have to work 16 hours? HMRC web site very vague about exemptions and draft Regs are a bit difficult to check. Many thanks.

think the change LITRG refer to is tucked away in these tax credit misc amendment regs ...

Thanks for replies. I see there is also clarification in the news story today about the budget.
