severe mental impairment

Does anyone know which regulations amended the Council Tax (Discount Disregards) Order 1992 to include ESA as a listed benefit for SMI purposes?  ICB was included in amendment regulations to the order in 1995 but I cannot find the corresponding regulations which included ESA (and it is listed, without reference, in the Council Tax Handbook).

My notes point to HB/CTB A11/2008 as listing the amendments and sources.

Thanks Gareth but from what I can see the circular only applies to changes to Council Tax Benefit, and in particular, to the alternative maximum CT for second adult rebates.
