Now they’re messing with the time line for ESA move to UC
As part of the PM’s ‘moral mission’:
‘We will bring forward the transition of those on the legacy ill-health unemployment benefit known as Employment and Support Allowance onto Universal Credit, thereby completing the full rollout of Universal Credit.’ – no details given.
They will bring it forward.
Having put it back in the first place.
Gad, gad and thrice gad….
All ESA cases will have had a migration notice by the end of December 2025.
How can they manage such a drastic shift?
Still no coherent policy regarding vulnerable claimants.
Today I dealt with an IS/HB/CTC case, disabled adult who is also a carer for two disabled children, adult with no access to IT or relevant skills, just received Notice and panicking.
They will need a telephone claim, APAs, reasonable adjustments regarding attending the Jobcentre, WCA will be needed because adult disability has never been looked at, and so on and so forth. There will be many more such.
People are going to fall through the cracks.

- does not bode well for a smooth process.
Once again DWP makes an announcement to suit itself (and presumably to back up the government’s tough-guy talk of the same date) and the PAC, advisers, the public etc can get knotted.
Funnily enough I was assuring a very frightened ESA claimant that her claim would not go to UC until 2028/9 while at the very same moment, DWP was changing it all.
Instead of a carefully thought-through plan for supporting vulnerable people, we have the purely reactive ‘enhanced support journey’ – bung off a letter, wait to see who doesn’t reply, chase them, if that doesn’t work, think of something else.
Given the recent comments of the PCS regarding staffing, where are the resources coming from to support this accelerated scheme?
And how about we see an end to ‘natural’ migration now? Otherwise more people will be harshly punished for changes of circumstances beyond their control just as lucky others are moved to UC with full transitional protection.
