UC and HB for full-time student

Hi, I’m looking for some help with this case:

Full-time student, single, no dependents, living in supported accommodation in their own flat
PIP - mobility lower rate
Receiving UC with LCWRA and a Work Allowance of £631
Housing Benefit with Disability Premium

Last UC payment was on 27 September 2023. Zero UC on the following payment dates as Maintenance Loan is higher than applicable amount:

27/11
27/12
27/01
27/02
27/03
27/04

The student also works varying amounts but it’s always lower than AA. UC should come back into payment on 27/05 when ML stops being counted as income (and earnings remain below AA). There’s a small amount of HB in payment. My questions are:

1. The student will have 7 assessment periods with zero UC payments, will this result in her UC claim being ‘closed’/terminated after 6 months? I’m concerned about how this works in terms of LCWRA. The student needs to have LCWRA (or LCW) in place prior to starting the course (which they did), so what happens if the claim ends? Will LCWRA still continue if she re-claims UC?

2. Why does the HB have a Disability Premium if she has LCWRA? Is it because LCWRA is via UC rather than ESA?

Annoyingly, this student would have a UC payment during the academic year if they were allowed to claim Housing Costs via UC rather than HB.

If in supported accommodation, then it has to be HB. UC didnt want to intricacies of supported accommodation so left it to HB.
PIP gives the diasbility premium in HB .

HB should do a standard calculation based on stufdent finance and earnings, you need to ensure the LA are aware that UC hasnt been in poayment - the LA wont get ATLAS updates for the customer, so unless the customer has advised them LA will be awarding max HB as UC is a passporting benefit for HB. 
I suggest ensuring HB are aware of periods UC was nil so they are able to do the standard calculation

HB are aware there is no UC in payment as they are not awarding maximum HB and have deducted the correct amount for Student Finance. This has led to a small award of HB during the academic year.
