spending of HB

I have a client who is attending an IUC this week because she claimed HB, but did not use it to pay her rent.
I remember seeing some caselaw years ago which said that HB could be spent on anything,
but can’t find it. Does it still apply? If so, can anyone point me in it’s direction?

For what it’s worth, if the only issue is the manner of expenditure of HB, I’d advise your client to simply hand a transcript of the above to the LA stating “...no offence has been committed…”.  Thereafter, “...no comment…”.
