late appeal

I visited an elderly gent and discovered that he had an overpayment.
I asked Pension Service to accept a late appeal as his wife had been admitted to a nursing home and he was unable to deal with everything going on.

Basically he never declared an occ pen at outset of PC claim

His claim was completed by a member of DWP staff and I requested proof of claim forms back to 2003 and IS claim previously. 

They replied advising that as I was outwith the year I couldn’t appeal advising that they only had records back to 2008.
