Housing costs - loans for installation of double glazing

I am aware that loans to provide home insulation can be met by JSA help with housing costs. Does anyone know whether this is restricted to actual insulation material and installation, or whether it extends to other repairs that do affect insulation?  In particular I am wondering whether the installation of double glazed doors and windows (to replace previously badly fitted, wooden ones) would come under the heading of “providing insulation.”
