PIP claims for people with sensory impairments/communication difficulties

Last year we were provided with an email address to help clients with speech and hearing impairments to make claims as these are not being accepted via 0800 917 2222 claim line without the claimant being present and consenting (which is not possible where unable to speak and inappropriate for those who are unable to understand what is being said to consent to something they have not heard!)

The email address is no longer working.

So where someone does not have a text phone - is anyone aware of any alternative routes to registering a claim?
