Actually, the bulk of the Act does not come into force on Royal Assent it needs to be brought in by commencement orders.  It remains to be seen whether caution is exercized and the more controversial bits remain dormant.  There are some good things in the Act, such as stuff on dangerous dogs, guns and forced marriage.  But, yes, powers to encroach on civil liberties are very worrying.  Bluring the distinction between what genuinely makes the lives of others miserable and what some regard as simply undesirable or vulgar behaviour is not a road we should go down.
