Is a Jobseekers agreement a direction?

Clients JSA agreement states he will apply for 6 jobs and last time he signed on he had evidence of 5 applications and also speculative letters and CV’s, he also does voluntary work and engages with an organisation assisting people to find employment. in the past I have successfully argued that all of these actions constitute actively seeking work resulting in sanction being changed.

However he has been sanctioned for 2 weeks as he did not apply for 6 jobs and has been advised that as his JSA agreement is a direction he has therefore failed a direction.
