Definition of repeatedly for PIP

I am helping a client fill in an SSCS1 form, appealing a decision that he is not entitled to PIP. 

There are some descriptors that he meets all the time. 

However, there are some descriptors that he only meets some of the time:-

Help with medication - once or twice a week

Dressing - help twice a week

Planning and following journeys - said that he will cancel his appointments, two times out of five because he does not like going out. 

Are any of the above descriptors worth pursuing in the appeal?

Sorry for asking the question, I have mixed up repeatedly with variable conditions and I ended up looking in the wrong part of the disability rights handbook.
