Non dependants deductions from Housing Costs

Can anyone with a long memory/ old books confirm that the rules for non dependants deductions from Housing Costs were the same in 1993 as they are today , and if anyone has the 1993 onwards rates of deduction for a non dep under 25yrs and on IS I’d be grateful - the earliest book I have is 1998 which shows the same rules as today and a deduction of £7.00pw.
