DLA to PIP Transition

Hello,
I had a tenant at Tribunal in Nov 13 who was awarded DLA LRM for the period 02/07/12 - 01/07/13.
I have since contacted DWP regarding renewal of this - as the date had passed - to be informed that our tenant needed to make a claim for PIP.
I asked TTS for written reasons but as I was awaiting response from DWP was out of time.
I requested permission to appeal to Upper Tier on the basis that the Tribunal had failed to take into account
“I ask that you look at The Personal Independence Payment (Transitional Provision) Regulation 2013 – Regulation 4” but was refused as no error in law.
A new claim for PIP has been made and I am a little concerned that technically (if awarded) the tenant has missed out on an amount of money (from 02/07/13 - new claim start)
Any help would be appreciated
