Asking for Statement of Reasons

Hi,  my client has just been given a decision on his DLA renewal.  He is happy with the award but not with the length of the award - it is just for a year and a half (thereby meaning that he will have to claim PIP at that stage).  He phoned the DWP to get a more detailed SoR before considering whether to ask for a man recon or not.  An explanation wasn’t given and he was told they wouldn’t issue a written SoR unless he registers a man recon first.  The DWP guidance prior to the change in the appeals system indicates that he has a right to a written SoR for an appealable decision before asking for a revision or appeal. I don’t think this has changed since 28th Oct 13 but can anyone confirm this?

Thanks Tony.  I will discuss with my client if he can get solid medical evidence to show his condition won’t improve before taking things further.  I suppose the DWP might say there could be future medical advances in treatment however.
