is Disability premium not due if tenant receives ESA(C) for HB assessment, receives DLA mobility.

No dis prem for HB if claimant has or treated as having LCW - see our handbook p244 and ref there to sch 3, para 13(9) of the HB Regs. As such, no dis prem for HB if claimant getting ESA even if get DLA, but if partner does not have/treated as having LCW then they can claim and get dis prem included.
