Mandatory Reconsideration - date when this applies

decision date 25/10/13 but as letter advising of this dated 30/10/13 advised new rules apply as per mandatory reconsideration and not old rules GL24 and staying on ESA assessment rate.
Is this right?

No it isn’t

Send a GL24 in explaining why it’s not; MR only kicked in for ESA from 28/10 unless it’s a new style ESA application i.e. for a recipient who could claim UC.

thanks when re-looking at it today I wondered as much
