from the DWP -

DWP strive to provide online services that both meet our customers’ demands and expectations and also can be accessed using different devices and systems.

We do however understand that some of our current online services are not suitable or accessible to all our customers. One such system is the online service for completion of Attendance Allowance, Disability Living Allowance (for children) and Overseas Pensions forms. This was developed 7 years ago and since that time, new browser and operating systems now exist which are not compatible with this online system.  This is resulting in incomplete transactions, customer complaints and customer dissatisfaction.

Due to the restrictions of this service and the very low numbers of customers who are using it, a decision has been made to remove this service from customer use from [19th] January. DWP are exploring online replacements for these benefits but in the mean time, applications can be made via all other channels, telephone, post and down-loadable PDF documents.

More information about how make a claim using these channels are available on http://www.gov.uk.
