Permission to appeal to UT refused- reasons

I have received virtually the same response (from the same Judge) twice, maybe three times, in being refused permission in very different appeals (quite far apart). It follows a formula. Is that allowed?

Tribunal judges do this all the time, saying something along the lines of “no demonstrable error of law applies, the tribunal was entitled to reach the conclusion it did”.  I don’t get worked up about this I simply renew the application directly to the UT, where is where it would usually end up anyway (apart from glaring errors of law) even if permission was given.
