For academic interest only really but asked DWP for some civil penalty figures as they celebrated their first birthday recently. They treated it as an FOI request and here is their response:

Between 1st October 2012 and 30th September 2013, DWP recorded a total of 53,860* Civil Penalties imposed.
This figure is taken from the DWP Debt Manager system. A Civil Penalty is recorded on Debt Manager at the point where it is registered as a recoverable debt. This happens after the claimant has been notified of the penalty. The claimant retains the right to appeal against the decision to impose the penalty after this point. If the appeal is upheld and the penalty withdrawn it is then removed from the Debt Manager system. The figure quoted above therefore could include some penalties which may be later withdrawn, for example, as a result of an appeal.

My recollection is that Lord Freud anticipated a lot more annually during the WRB debates.
